2019 D Guam Quarter Silver? Not Silver

So, first off....Hello
I ran across this here quarter doing some roll hunting. At first I thought this was a silver quarter. Because the rim of it is all silver in color. The same way a silver coin would be. But when you rotate the coin its only all silver(in color) around half of it. So just wondering what ya'll think about this and if anybody has seen this. Thank you for your knowledge.

Weight? Most likely plated.

That seems to be a little under weight. I don't think it was plated.

The weight tells us that it isn't silver. It's either lightly plated as mentioned above or perhaps some of the clad smeared over the copper core along the edge as the coin was struck.
