Sorry for late answer. First the photos provide are a little bit to focus and I can not analyze. Second is the fact that the hardness tests now are done with special machine with different marks on, those marks are not round. Those round test was performed by mint before 2000. Then if a round test is perform the circle is 0.1 mm and no raised borders.
Other thing it is: when the roll come, an QA Mint inspector cut a small strife of material, seal and glue a roll No sticker and send to the lab for test in other premise of the mint (separate from the production hardware or line). If the test come positive, that roll will be employ in production. I say this for you to understand that no test is perform on planchets. Some time could occur if the planchets crack during the strike and there samples are send and if negative all the batch is send back to annealing.
