Hello coin community my name I jr I'm new to collecting coins I found a 1978 penny I need help identifying and valuing an error I've never seen before and couldn't really find anything out about it.

@jrk, first welcome to CCF. Second, those raised patches look a lot like dried glue. You might be able to dislodge them with the tip of a wooden toothpick. They aren't mint errors though.

I agree with glue on the coin not an error. Try a soak in warm to hot water first. If nothing happens, try a soak in 100% pure acetone,not standard nail polish remover.
