Hello friends! I am new to collecting and am needing some expert opinions about this 1995 D Penny. Is it steel or just tarnished? Thank you in advance for your help!

There are no steel 1995 cents. To me, it looks like someone was experimenting with this cent with chemicals.

@mlz, first welcome to CCF. Second, you could confirm that this is just surface staining rather than an off metal strike by weighing this cent and confirming it is within mint specifications.

It does look like someone managed to remove (most of) the copper plating, leaving the zinc core.

You might want to get yourself a copy of the Red Book and read it for the info not the coin values.It will tell you about the minting process.
