I've saved this bill for a good 15 years. I wonder sometimes if it was someone trying to make it look like an error but with the way the ink gobs up between lines and the letters are still legible, it has to be an error, right? Has anyone else seen ink that still looks wet? On most error notes I can find, the ink looks dried.

I've seen this before. A friend had a note with a similar look and I asked him about it. He told me that he sometimes irons his notes and the example with the shiny coating was one that was giving him problems, so he sprayed with Faultless, which is a brand of spray starch. I'm not saying that the OP's note is spray starched and ironed, but I am confident that something happened to this note AFTER it left the Bureau of Engraving and Printing and I wouldn't consider it an error note.
