I found a 1999 P Delaware State Quarter with an unusual issue. It appears there was a reeding problem because you can see Reed Marks on the top half of the obverse on the rim. It runs about 140 degrees between two rim marks! The coin has a golden tone but weigh's 5.6 grams. I took several pics including the rim at the top of Washington's head to show the reed which looks normal. Tak a look and let me know your thoughts and regards!

I looked it up, the hammer Die has the clash marks which are transferred to the coin during the minting process. So to stop the clash marks do you replace the hammer Die?

Every coin that was minted with that die would have it. So yes you would replace the die. But this would not be a reason to replace the die, they would just keep running with it.
