Looks like it was over dipped and some hairlines on the face. I'll say that IGC graded it as MS-65 when in my opinion it is a details coin now.

I'd grade it a dipped slider AU-58, so guessing ICG said MS-65.

Are these your pictures? They look over-exposed, making it look way over-dipped. ICG probably called this MS-65

I see traces of PVC on the reverse and evidence that this was dipped. I'm at AU-58 here.

89(P) are typically weak but the reverse looks over dipped and circulated. AU55/58 details. at best UNC details (cleaned)
