I'd grade it a dipped slider AU-58, so guessing ICG said MS-65.

I see traces of PVC on the reverse and evidence that this was dipped. I'm at AU-58 here.

89(P) are typically weak but the reverse looks over dipped and circulated. AU55/58 details. at best UNC details (cleaned)

ICG whiffed on this one. How they were ever able to become certified as an ebay authorized TPG is beyond me; I've had several coins from them and all were overgraded or had issues that were not noted on the holder such as being cleaned, scratched, etc.

Without seeing it in-hand there's no way to know for sure but it does appear overgraded.
