So I found a quarter what appears to be a die chip in the eagle head

To CCF! Hard to tell with the current picture, but it could be a Die Chip if raised, or a hit from PMD, if incuse.

Looking at the shadows, it appears to be incuse - so that would make this a hit and not a chip.

But die chips are not errors anyway.

Agree with a circulation hit on this one. Looks like the shadows in photo show it being incuse.
