PCGS - Winter is in full swing - and 46 years ago today, so were the 1980 Winter Olympics. This Eisenhower dollar, counterstamped by numismatist Mel Wacks, commemorates the 1980 Lake Placid Olympics and the Miracle on Ice that stunned the world: The U.S. hockey team took a last-minute win over the Soviet Union. Struck in celebration and graded PCGS PR67DCAM, it carries the Olympic motto: Faster, Higher, Stronger. A moment forever frozen in metal.

How can that be certified and not be considered a coin damaged post mint?

I was wondering the same thing.
Technically it's a damaged coin.
A details grade would be more appropriate.
Seems that some TPG's are sinking to a level of "anything for a buck"
"Dipping" is not considered cleaning...

I agree...but Mel Wack's counterstamps are very collectible....

The way the label reads, it's like they are grading the counterstamp instead of the coin.....

Here's another Mel Wacks - Camp David Peace Summit on a 1922 Peace dollar. And it's not the only one. I agree that these should have a details designation.
