Would anyone know what this is called or how it is formed? (Arrows pointing to the area in question.)

Showing one large one; although, there are a few more on the reverse.

Is the lettering in Missouri raised or incuse? It looks incuse, in which case PMD or possibly a strike through could produce such lines. If it is raised, and the lines run closer to the field and under the devices, it could possibly be Feeder Finger Damage to the die face.

Yes, you are correct. The lettering is incuse. Does it matter that it sits on a raised device element?

I was thinking it was a die scrape ( Feeder Finger Damage). https://www.error-ref.com/die-scrapes/

@Dearborn, it may very well be. These dollar coins are in horrible condition. I haven't seen any grade higher than MS66.
