I'm not saying the below is a DDR or TDR, but what would cause the U in South Carolina to show three distinctive outlines?

I thought the proof coins are struck once and the edge lettering are impressed into the edge at the same time.
Business coins are struck twice - and the edge lettering is added in a separate operation.

Which leads me to a question, I have never looked to see, but, with proofs the edge lettering should always be in the same direction (assuming 'A') and we know that the business strikes have the edge lettering upright or upside down

The edge lettering is not struck. For proof coins, it is formed by the collar during strike. For business strikes, it is applied by a roller after the coin has been struck. This is why their edge lettering can be in either position.

yeah, that is what I meant.

and I may be backwards thinking on the double strike on proofs.
