Looks like glue (or some other such substance) A good acetone bath will probably remove it.

I agree with snailking - glue or tape residue. Acetone is prescribed for this ailment.
Inordinately fascinated by bits of metal with strange markings and figures

old scotch tape is what this is - an old trick to hold in coins into Whitman folders.

I agree. Give it a soak in pure acetone. It should come off.

Looks like it MIGHT be a floating roof, can't quite tell if there is a little visible on the right side. The initials, however, can still be seen.

Speaking only for myself, I'd like to see an 'after' acetone photo. Why? Because I want to appreciate outcomes and better understand what acetone can and cannot accomplish...

And I was looking out for the OP - Why spend $7 on acetone to show that a cent is worth a cent just to prove it? - Luckily he seemed to already have the acetone........
