Yes it is, nice find, it is a very low number star note.
Too bad about the minor damage but still worth a premium.

Yes, some collectors look for these with a Star after the #.
Good note to have for a "liar's poker" game at the bar.

I believe it's called convention, and is normal among English speaking peoples. Just as the Cent symbol is conventionally placed following the amount. Quote:
