I've looked at this one for a while. Based on the 89 in the date I think it's MD. After comparing mint marks on vista, the mint mark doesn't seem diminished by as much as it shows on the coin.
Is this an RPM in your opinion?

Agree--a split plating issue with a smidge of Die Deterioration in play.
