Interesting find! I'm thinking some kind of Struck Through error.
Errers and Varietys.

Thank You, E&V, Dearborn, and Brandmeister I saw the feeder ejector scrapes description, but don't believe that is what's going on here. My understanding, FES is a PMD caused by the feeder fingers. These anomalies are actually in relief, not incuse. That's why I was curious if it could be Hubbed-In Debris caused by a Field-Restricted Struck- Through between the working hub and working die.

Please correct me if I'm wrong, but the dime looks like it has incuse marks, my dollar's marks are in relief

Fair enough. If the gritty paste were spread by feeder fingers, the raised lines might be scrapes on the die surface. That's just my guess, I am by no means an expert in the many subtly different forms of die damage and striking complications.

Brandmeister, snailking, check out: https://www.error-ref.com/die-scrapes/The difference being that the dies were scraped by the feeder fingers (or another unknown mechanical part in the process), rather than the coins themselves on ejection. Otherwise, the scrapes would continue onto the devices, IMHO Snailking, perhaps rust is also involved somehow. It sort of looks like a die scrape that rusted afterwards to me https://www.error-ref.com/rusted-dieInteresting find, whatever it is!
