What's up on the obverse , below the neck. Damage this great should show through to the reverse, ya think?

Looks like someone partially drilled a couple of holes. I can't really see how deep they go, but my experience is that the other side of a coin usually doesn't dimple much, if at all, because of the composition of the metal used.

Agreed, this explains the wear around the spots, the drill left high area that wore to give this appearance. So simple , yet looked so strange.
Thanks for the help.

This coin was hit with a punch, not drilled. Drilling removes the metal from the coin. Getting hit with a punch redistributes the metal elsewhere. Therefore the mounds being built around the edge of the hole. Close inspection under 'states & pluribus' may show some evidence of this.

The punch was also small in size so it tended to push the metal sideways and up into a mound around the entry point rather than down creating a bulge on the reverse.
