If I had a 1 year set (where I collected 1 of every coin minted that year) Which would involve the most coins (include gold coins). Am I right that it would be like this year, when there were pres dollars and State Quarters and that huge amount of pennies?

I would think that this year would be tops; with five dollars, six quarters, and four cents.

If you include different strike types, you can double up your P and D coins with the business strike and the satin finish mint set versions.

If you're talking pre 1999, you'd definitely have to go back to the gold era, unless commemoratives count, then all bets are off because you've left my realm of expertise.

I wonder how many different coins there are for 2009. There are 20 different Lincoln Cents alone. Adding in the Nickels, Dimes, Quarters, Halves, baby sized dollar and there is probably a thousand commemoratives. (slight exageration) This year just has to be the beginning of collectors becoming irritated with so many.
