Weight is 4.94 grams and non-magnetic. Canada made nickel planchets for US Mint in 1999 and 2000 in anticipation of issues surrounding Y2K. At least one other example known. Does anyone else have one?

When I bought it on Ebay it didn't list the weight so I figured it was either struck on a Canadian nickel planchet or foreign. When I got it, I couldn't figure out what country it was on so I sent it to an expert in the field and he identified as struck on US planchet. I got lucky on this one.

Recall that their CuNi planchets are relatively soft. Getting hit with the quarter dies would thin it out just as it appears.
