The white specs and smudge is due to the plastic of the 2 by 2 but other then that what grade would you give it?
It seems significantly more lustrous then on the pic though anyways thanks in advance

What happened to the ribbon? Weak strike or?
IMO this is a coin worth submitting to ICCS or CCCS for grading

Yeah I was planning on sending to ICCS with some other maritime coins in the next few days and the ribbon looks a lot more subdued in the photo then it does when looking at the coin in hand. i'll try taking a better picture.
