Within normal tolerances---not an error---might be due to a new die,the design features might be " sticky " causing a strike shift?

With both sides like that I tend to think it was a misaligned collar die. Although the collar die is beveled multiple strikes will wear away at the denticles. IMO

I was just going to post some pictures of some 35-39 Silver Dollars that show the same problem. It only seems to occur in those years. Guess the mint got it straitened out in 45.
