I think you have a perfectly normal dime that has been buried in the ground for a few years and recovered, possibly with a metal detector. This sort of environmental damage is very common on buried cupro-nickel and clad coins. A rub with a wire brush or sandpaper (please don't do that on a coin of numismatic interest!) would probably bring back the 'silver' colour!
