The RB is a color designtion. For copper coins we use three color designations to descibe the color and luster of a coin.

RD, stands for Red. Obviously the best, it means full origninal color and luster.
RB, stands for red brown. Usually for coins with 35%-80% of the original red color. Still nice but luster will be subdued.
BN, stands for brown. For coins with 30% or lower of original luster. Most have either no red color left and will be a brown color. Others are left with attractive toning, or may show hints of red in the sheltered devices.

PCGS Red has to be 95% red or more while NGC it's only 80% red or more.
PCGS BN is 5% or less red, NGC it's 15% or less red.
RB is obviously everything in between

To me Red coins should be RED RED so I believe PCGS has it right idea with the 95% RED. I could live with 90% for Red but NGC is simply to low at 80% for that in my opinion
