Hey there! Wondering if y'all can give some insight to whether the marks on the eagles legs and in the bottom right section (there are 3 altogether) are mint errors or just PMD?

Looks like solder, or something adhering to the coin.

Does-My-1990-D-Quarter-Have-Cuds-On-The-Reverse?
Note the color is not matching the coin. So as mentioned already, looks like something was added to the coin. Not a mint error.
