Curious what type of problem this is if it's something with the planchet or the plating or even lamination. I have no idea and haven't come across one like this personally.

Appears to be a dried liquid/substance of some sort--possibly glue or honey. If you're so inclined, soak the coin in 100% acetone and see what happens.
