This is a Close AM. The initials being far away from the monument confirms this (close to monument = WAM, far from monument = CAM).

Sorry, this is a CAM, notice the far FG initials, and the A in between T'A'T in states is not centered.

Yeah, there are 3 things we look at for CAM - WAM identifiers (I mentioned the other 2 above.)

Just about posted an identical coin because every other 1999 I've seen has the A and M essentially touching each other so any decent sized gap kinda jumped out at me. I'll focus on documented markers going forward.

Agree this is the expected CAM reverse. In my experience the space between A'M is the least reliable of the three diagnostic available. It can change (open up) due to die wear. The centering of the A in T'A'T is usually the most consistent pickup point. If the A is centered it's a WAM. If the A is closer to the last T it's a CAM. Easy to see and almost never varies.
