"Tarnish" is the formation of silver sulfide. Whether a silver coin turns black or not depends on the environment in which it was stored: if there's lots of sulfur in the air, it will turn black.
Sulfur can come from various sources: air pollution, certain types of cardboard, most types of rubber, and fumes from cooking with eggs garlic or onions, are some common examples. Put a silver coin in a sealed box with a source of sulfur, and the coin will turn black in just a few weeks.
