Yes, a nice example of an off center strike. Both coin faces are moved in the same direction. Definitely 2x2 worthy and a keeper. It would probably sell for a few dollars on ebay.
Generally an off center strike must have design elements off the edge before it is considered valuable (or be considerably off center if the error happens in an empty part of the fields). Your 1994 is clearly off the edge.
