this makes me think of the 1913 type ll indian head nickel, the 'five cents' denomination lettering on the lower reverse, raised up from a sunken area. I realize the difference between the two, one is a denomination ('five cents') and one is a privy (V75), but the same effect (re: the V75): raised lettering from a sunken area. I presume the surface of that 'five cents' lettering was about the same height as the other devices, a fix due to the type l lettering issue.
