Those are called Radial Flow Lines. It's from Die Deterioration. The die was starting to wear out.

Thanks for the quick response! I had looked at error ref radial flow lines, but what I see on my coin does not match their image. It seems to be something else.

I believe it is by design, that is, the font they chose to engrave. How does it compare to other examples?
