It is just post mint damage or did something prevent it from forming during the strike? Below are pictures of the 1996 coin with the issue and then a normal 1995 quarter for comparison. Dearborn Moderator United States 106826 Posts	Posted Today 13M ago yes, EV was on the right track, but makecents got to the station first. a combo of FFD and die polishing. If the mint guy/gal polished all the way down to the field (and maybe beyond) tells me that the FFD was probably quite large and drastic. as mentioned, you can also see in below the eye, but also in front of the nose and behind the head.
