Is PR-69 The New Junk Grade?

I just bought a 2009 DC Silver Proof at PCGS PR70 for $33. I think I over payed and am curious as to what you guys think recent proofs are worth at PR70. It seems to me that nearly all ABE Quarters are grading out at PR69. Is this now becoming the new junk proof grade for modern coins?

PR68/69 is average and should be expected, PR70 is still a bit tougher but not as tough as MS70. I would certainly not call it a "junk" grade though, I would reserve that for anything that grades under 67 which is definitely outside of the norm on the low end.

biokemist6- what would you consider a fair price for PF70 for quarters post 1999? Seems ridiculous to value these about $50 based on the fact that they aren't all that scarce and if they are encapsulated then they should remain PF70s forever.

I think you paid a reasonable price for a PCGS coin, they seem to give out less 70s than everyone else with NGC being 2nd stingiest with the top grade. You probably could have purchased a 69 for $10-15 and IMO, if you cannot see the difference between the two grades yourself then it is not really worth the extra money. Fortunately, it is a small difference in this case but for other coins it can be a difference of hundreds of dollars.
