Is this an error coin? The letter w in the "we" seems smashed, or flattened. Is this a mint error, or a circulation mark?

It got smashed somehow.It is possible it happened in a machine -- people used to use these to play the slot machines.

, definitely after mint production,,Many times a coin can get smashed in just a small area like yours, while most times it results in quite an effected area leaving no doubt as to the culprit or cause...
