Looks like a seal press.
Documents and envelopes used to be sealed with these.
A blob of wax was dropped on the paper and these were used to stamp an image in it.
Signet rings were used for the same purpose.

It is a medievel seal, looks like from the 14th - 15th century. The boar inside the shield would indicate that this is more than likely a family crest. The alaphabet appears to be Lombardic and starting with the cross at the top (12:00) the first letter to the left is S which usually means seal of and then followed by the names. Nice find....
