1960 D Jefferson Nickel Error?

I found this in a lot of 1960 Jefferson nickels. There is a small oval impression right next to the date. Think its a mint error?

It sure looks like something that didn't belong in the die got in the way. I'll be waitng with you to hear from the experts.

I believe it was counter-stamped by someone after it left the mint. So that would just be damage, not an error.

The ring itself is sunken in, the center part of it seems to be the same level as the rest of the coin. There are no marks on the other side of it which is why I thought it might be an error. The inside of the oval seems to show the same amount of wear/scratches as the rest of the coin. I acquired this from a collection of 1960 nickels that went up for auction locally (paid .50 for 18 nickels lol), and I know this person had these coins for a while, but that doesn't mean anything.
