I think it is RIC VII Antioch 65
It if from an uncleaned lot that I purchased about 6 months ago. I soaked it in distilled water and used a 600 grit dental pick, brass pick, and soft brush on a dremel.
I saw a couple nice examples(or close examples) of this coin here on the forum and wanted to share mine. I am not a 100% sure on the RIC because my source shows the same the same RIC # for different mints. I am not as familiar to the RIC system as I probably should be.
How about: Antioch RIC VII 66 Constantius II, as Caesar, AE3 Follis. 325-326 AD. FL IVL CONSTANTIVS NOB C, laureate cuirassed bust left / PROVIDENTIAE CAESS, campgate with two turrets and star above, SMANT[officina] in ex.
I'm sorry, I just checked the legend on the obverse and you were correct in the first place. It is RIC VII 65 for sure. this particular series is rated at R1 rarity. Sorry for my mistake.
