Unofficial counterstamps such as just a number or letter with no known link to a particular person or company can be near impossible to narrow down. The two '2's the one on the flags side looks engraved whereas the one on the other side looks punched

I agree that a single letter or digit is next to impossible to identify and there could be any number of reasons. The number is Arabic not Chinese so the origin is unlikely to be China.

I believe both numbers are stamped with the same punch. The one on the right side which looks stamped not engraved - was likely punched second and the irregularities seen on the left are likely the result of the force of the second stamping.
