Around 2003 the mint started using a machine to "cancel" defective coins so they could sell them off as scrap along with the webbing without having to have a bunch of security issues with them being passed off as money. The coins look like waffles after the process, so they're often called "waffled" coins. It's analogous to shredding defective bills.
A google image search for "waffled coin" will give you an idea what they look like.
They can be had on ebay for a few bucks, probably sold by people who get scrap from the mint. I don't imagine they'll have a lot of value unless they are unusual in some way. They are not rare and the mint just treats them as scrap and doesn't care what happens to them after they're sold to the recycler.
