I've seen many a "Garage Job" in my time, but, this one beats them all..maybe made by Anthony Perkins' "Silence of the Lambs", as each side looks to be-"de-skinned"(removed), then, placed on some round...there is NO rim...weighs 4.08 grams...if this IS a mint error, I'll eat the darn thing...

Looks like acid or environmental damage to me. Or maybe someone left it in an electrolizing tank too long

It is a genuine quarter, just severely corroded. As you can see from the edge, CuNi cladding is much more resistant to corrosion than pure copper.
