EF for sure, it reminds me of the 1928 you had posted. Without looking yet, it is probably also graded MS.

I just looked, MS64, hmmm, sounds familiar. Not for this coin, the pictures have been terrible. If I only could buy one coin, I would buy the 1902H Quarter - it at least to me has the characteristics of a mintstate strike.
