My first guess was that it looked like this 1840 William Henry Harrison campaign medal and would explain the possible hole repair at top:

but then I saw the reverse of the medal ): (no luck)

It could be a coin from one of the U.S.'s overseas territories. I will look it up.

It's not a Mexican coin, nor a coin from anywhere else. The eagle, bearing a shield with lots of vertical stripes and holding a branch and arrows, is clearly an American (USA) eagle, but there were no brass American or US Colonial coins with a portrait like that.

The portrait does seem to be a good match for the medal 10xloupe posted. Was this portrait used on other contemporary medals? Perhaps it dates from a later time and is one of a series of "presidential" medals.

The reverse is an imitation of a gold Liberty Head reverse, not a Seated Liberty reverse. The Eagles have upturned wings vs folded wings on Seated Liberty silver coinage. It is quite possible that it is some sort of period political exonumia but the very worn state will make definitive attribution more difficult.
