VF 30 maybe cleaned

Its a shame its got the measles, looks like someone tried cleaning it and left it with some kind of residue.
I dont see much sign of wear on the obverse and the eyebrow seems to be all there, so in my opinion I would say EF however the eye appeal leaves alot to be desired..

I immediately thought VF until I saw the 2nd picture showing the reverse. That would severly cut down in the value of the coin - not something that I would want to display in any of my books, just put it in a roll
