This looks like a maverick or a token that's unidentifiable. The number may refer to a stock die, numbering that sample. A merchant would order his advertising for one side of a token, and it would be paired with a stock die as a reverse. This would lessen he cost of the tokens as only one side of the token ordered would require a newly engraved die. This is an educated guess on my part; admittedly, as I've seen many tokens like this, having different numbers. Let's see what others may say ...
Thanks for the reply. It's been several months with no other posts. It looks like I may never know for sure what this is. I think my father got it during WW II but since he is no longer living, I can't ask him.
