Is this a double struck nickel...?
I have never seen one in person and when I look at it in person, I think I can see it.

Nope. Hans Zoell called that phenomena "mortar set", which occurs when the chrome plating starts to deteriorate off the dies, usually at the edge of the devices (which are negative relief on the dies).
