Lamination peel. You can see it easily on the eagle wings that it folded back, could be due to bad metal mixture.

I thought there was no lamination on a 64?

Lamination issues can happen on any planchet of any metal any time.

if it could be bad metal mixture, would that effect the silver content very much.
