How often have you had an ebay seller send you an empty envelope? It has happened to me on three occasions. For all three of those occasions were when I had won a coin at a price that was significantly less than the coins listed value. My first instinct was to think that someone in the post office might have swiped them or that the seller actually made a mistake in packaging and did not send it. Well, how about a seller that ineffect has sellers remorse and does not want to let a coin go for a price that was much lower than what they were expecting. I guess I'm just curious because of how I should leave feedback. Do you leave positive feedback because they at least returned your money? Or negative because of poor service which led to you not actually getting the item? Or just assume that it was stolen and not leave any feedback at all? Just curious as to what is fair.

I would say to leave positive feedback if they were good with communication and they refunded your money, what else would you want? Although it could be some shananigans, I would have to give them the benefit of the doubt (unless it was a repeat thing with the same seller or company)

Neutral feedback is the same thing as negative in terms of effecting your score.
If they refunded the money they were not trying to rip anybody off, they were likely just mistaken. They probably had a bunch of stuff to ship out and forgot. In cases like this I would personally leave no feedback at all, have you considered that option. It makes the most sense since the transaction wasn't really completed and you don't have all the information.
Also did you ask to see if the seller can "find" the coin and reship. If he cannot, then watch his account for about 2 weeks to see if re-posts it. If he does, then blast him with a negative and consider repoting him. You'd think a scam artist would wait until you can no longer leave feedback to re-post a coin, but you'd be surprised. Those personalities are also usually impatient as well as arrogant.

Get insurance, and ask for a signed delivery receipt. Then open it up in front of the postal deliverer. See what happens then.

If he relisted it don't just give a negative, contact ebay and report fraud. I'm very forgiving for honest mistakes, but if someone were to lie to me I'll use all the tools at my disposal to make them regret it.

Negative. You won a coin at a favorable price, fulfilled all your obligations, received no coin and rather than being able to enjoy the coin, you now have to go through the trouble of obtaining a refund, wondering about motives to the point of posting here and begin searching for a replacement. That's pretty much a negative customer experience in my book.

How much postage was on the envelope? If it was not enough to warrant the weight of the coin, then they did indeed "ripped you off". If the postage was greater than regular mail, something may have happened "behind the scenes".

That hasn't been proven. For all we know, the coin may have gotten ripped off by the mail and the seller even went out of his way to take a loss on the coin and give a refund. Anybody who says they should automatically leave a negative feedback either has never sold on ebay or has a cold heart. Some sellers send out many items and mistakes can happen. Negative feedback is fairly severe on ebay and can have serious ramifications for the seller, and should really only be used for scams or obvious neglect. Having been both a buyer and a seller for quite a while I want to add there there are many more terrible buyers on that site than sellers. I have to open up an "item not paid" case against buyers who buy and disappear almost on a weekly basis. Then ebay forces them to pay and then the buyers try to rip me off by claiming I sent them something different or another complaint. I can't even leave negative feedback for them so they just keep on going. There's probably a handful of sellers that are unethical that ruin it for everyone. but that site is heavily favored towards buyers and buyers are the ones getting away with murder in most cases.

^^ I completely agree with the above; there's one thing about packing haphazardly, but the USPS is haphazard and I've had stuff stolen in the mail (5-6 at once). And its the low ratings that are worse than the negative feedback, but does ebay tell buyers about this? No! IF he relists the coin and was flat out lying, I would give a negative. Otherwise, positive or leave no feedback.

IMO that is a good choice. I agree with no feedback at all if a refund happened politely and promptly.
You should not have to leave a positive you dont feel was deserved.
The seller should not have to get a ding for a (hopefully) honest mistake.
