Looks almost like a clock-the symbols around it appear to be roman numerals 1-12

At 50mm, it's way too big to be a button, but I'd agree it definitely isn't a coin or anything numismatic. Perhaps it's a brooch or similar piece of jewellery. The "legend" doesn't seem to say anything, just a decorative VIIIVIIIVIII repeating around.

It is Lead ?.... If so could be a lead seal of some sort..

I have seen this type of fixing on the tops of gentlemens canes, Circa 1800. The top flared out to an upside down bell shape, and a centre boss was laid in.
However these tops were normally silver, and the centres often semi precious stone or ivory.
This may have come from the poor mans version.

I'm no expert but I also see that there are VIII's all around and I think I count 8 of them --- so there are eight eights. And there are 8 spokes in the wheel, so to speak.

I don't know what it is, but I do believe (and I could be wrong) that the Chinese think of 8 as the luckiest number. So it could be Chinese. And it could be some kind of lucky charm jewelry.

My pure opinion is that we talk (perhaps 95%) about roman buckle for robe (tunic). Not button or coin some kind of clasp I give 5%...
