I Spoke to a collector last week who told me that he buys an uncirculated set every year. He separates the coins ( pennies nickles dimes etc ) but never takes them out of the cellophane wrapping because, he says, once you take them out of the original wrapping the grading goes from uncirculated to circulated and the value drops. I always thought that each coin was graded on its own appearance and not on a technicality like this.
any thoughts?

The grade of the coin does not change when it is removed from the cello. The package is just that, a means to market and present uncirculated coins to collectors. How the coin is handled and stored afterwards can.
Simple as that.

I'd bet it would still be easier to sell to a semi-knowledgeable collector... someone who knows to buy the best they can, but does not actually know how to grade the coin themself.
