If it's a copper plated zinc coin from that year, it could just be a gas bubble under the plating. When they first started with the zincolns, they had lots of plating problems. The other possibility is a small die gouge, causing a little bump.

It could also be a die dent or a number of other things. One thing it is not would be an error. It has no premium value.
