LIB are much smaller font size and have these very fine horizontal scratches between each letter up until the E where the letters are all back to normal.
any help is appreciated, have learned so much from everyone

This is probably the result of die polishing. Part of the die in that area was polished down to remove damage or a clash, which lowers the relief of the letters making them appear smaller (the widest parts of the letters are in the lowest area of the relief which is the part that got polished off). Polished dies are not usually considered an error and have no extra value.
